Q1-10 How should property impairment (scrapping) be processed?
1. All of the following conditions must be met for impairment (scrapping):
(1) Service life has expired.
(2) Is no longer serviceable and cannot be repaired, or has been assessed to be uneconomical to repair.
2. The asset custodian of each unit should go to the Property Management Division page / Facilities Management System - Log in and select Impairment → Select Add Form → Select asset to be impaired → Print the "Asset Impairment Form" (triplicate) in landscape format → Check all details then stamp → Submit to the Property Management Division for impairment
3. The Property Management Division verifies each item on the "Asset Impairment" and forwards it to the relevant units for review in accordance with procedure. Once the "Asset Impairment Form", it must be compiled, sorted and analyzed by the Property Management Division then confirmed with the Accounting Office before the Impairment Classification and Statistics Form (monthly) is printed. System Design Division then writes off the asset (The process takes approximately 1-2 months).
