Q1-15 How should the donations of assets to units (departments/institutes) be processed?

1.      The recipient unit (department/institute) should attach documentation from the donor (correspondence, receipt, or related proof of value), the details of the donated asset (including brand, model, quantity, date of manufacture, service life) and state if there are any encumbrances or uses before submitting it to the University President for approval. The Property Management Division then notifies the Ministry of Education to forward the matter to the National Property Administration, the Ministry of Finance, then the Executive Yuan to specify the competent agency. The competent agency then designates the custodian unit (the University).

2.     Once the Ministry of Education has sent a response the recipient unit (department/institute) fills out the "Asset Addition Form". The Facilities Management Unit then handles the registration matters.

3.     The University and its subordinate units may not issue any documentation certifying the value of donated items. According to the Ministry of Finance Cai-Shui Letter No. 09404512540 issued on March 16, 2005: "All levels of government are exempt from recording the value of donated items on documentation relating to the donation of physical items in order to avoid misunderstandings over inappropriate tax planning that led to the loss of taxation revenues."
