Protect the crime scene → Notify the manager and Campus Police (if insured, notify insurer) → Report to the local police unit (Be sure to collect the case report receipt）→ Photograph crime (including damage) → Conduct inventory and compile a list of stolen assets → Fill out "Theft Report Form" and attach the following information: (1.  Photographs of scene 2. Case report receipt 3. Other related information) →  University → The Property Management Division notifies the Ministry of Education to request National Audit Office for consent on early impairment → National Audit Office conducts a review to see if the custodian "had acted with due diligence"→ National Audit Office responds with "Approved" or "Determine Liability and Compensation" → The University shall continue as directed.
